       If you want to manage or operate the business by yourself, you can invest a minimum of one million dollars in creating a new U.S. business, or acquiring one that was established after November 29, 1990. The business must create at least ten full-time new job positions for US workers other than yourself and your family during the first two years. There are two exceptional circumstances:

 

1.      Targeted employment area:  

 

A targeted employment area refers to a rural area not within a metropolitan statistical area (i.e., not within the outer boundary of any city or town with a population of 20,000 or more) or a high unemployment area, deemed by the US Department of Labor to have a higher unemployment rate which is at least 150% of the National average. The minimum investment amount in a targeted employment area can be $500,000, but an investor still must manage or operate the business and the business must create at least ten full-time new job positions for US workers within the first two years. 

 

2.      Troubled businesses:

 

A troubled business is one that has incurred a net loss during the 12 or 24 months period before the petition was filed, and the loss for such period is equal to at least 20 percent of the net worth before the loss. If the petition is based on investment in a troubled business, investors are not required to create 10 new jobs. Instead, the petition may be based on proof that the business will maintain the number of existing employees. But an investor still must invest a minimum of one million dollars in the troubled business, and manage or operate the business by himself/herself.
